The most common mistake in Pakistani petitions is addressing the wrong level of government. A petition to a federal minister about a blocked drain will be forwarded, if it is read at all.
Work down, not up
The instinct is to address the highest authority available, on the theory that it carries more weight. In practice it does the opposite: it signals that the writer does not know how the system works, and it lands the request with someone who cannot act on it directly.
Start with the lowest body that has the power to fix the thing, and name a higher one only if the lower one has already failed to act.
How responsibility generally divides
Since the eighteenth amendment, a great deal of what people petition about, including health, education and local government, is administered provincially rather than federally.
- Streets, drains, waste, street lighting and local facilities: municipal or local council
- Water and sewerage in cities: the water and sanitation authority
- Major city roads and development schemes: the city development authority
- Schools and hospitals: provincial departments, through district authorities
- Policing: provincial, organised by district and station
- Utilities and telecoms: the distribution company or operator, then the sector regulator
- Highways between cities: national or provincial highway authorities
If you genuinely cannot tell
Name the two bodies you believe are involved and ask which of them owns the problem. Establishing responsibility is a legitimate request in itself, and it is often the necessary first step where two departments have been passing a problem between them.
Common questions
Should I address my MNA or MPA?
An elected representative can raise an issue and apply pressure, but they do not run the department. Address the body that can act, and inform your representative separately.
Can I name more than one authority?
Yes, and it is sensible where responsibility is genuinely split. Be clear about what you are asking each of them for.
