Who is answerable
Environmental enforcement in Pakistan is largely provincial, handled by each province's environmental protection agency, with district administrations carrying out closures and penalties on the ground.
Where the complaint is about a specific factory or kiln, the provincial agency is the right addressee. Where it is about school closures or traffic enforcement, it is the district or provincial administration.
The most effective ask
Petitions demanding that smog be ended are easy to ignore. Petitions demanding that something be published are much harder to refuse, and they create the evidence that makes the next petition stronger.
Asking for local air quality monitoring, published daily and by area, is a small, cheap, specific request that changes what everyone can argue about afterwards.
Common questions
Is smog not a regional problem beyond one government?
Partly, and it is fair to say so. That does not remove local responsibility for kilns, industrial emissions, enforcement and what gets published.
