Create More Provinces in Pakistan: A Necessary Step for Better Governance

We call upon the Government of Pakistan, Parliament, and all relevant constitutional institutions to initiate a serious national process for the creation of additional provinces in Pakistan.

Pakistan is a country of more than 240 million people, yet it continues to be governed through only four large provinces. These administrative units are simply too large and too populous to be managed efficiently. The time has come to reconsider Pakistan's provincial structure.

PAKISTAN NEEDS SMALLER AND MORE MANAGEABLE PROVINCES

Large administrative units create serious challenges in governance, development, accountability, public safety, and access to essential services.

Citizens living far from provincial capitals often face significant difficulties accessing:

• Quality healthcare
• Efficient justice and legal services
• Government offices and public administration
• Education and development opportunities
• Police and public safety services
• Provincial decision-makers and institutions

A smaller province can bring government closer to the people.

We propose that Pakistan should seriously consider creating additional provinces, potentially based on existing administrative divisions, subject to constitutional requirements, public consultation, and careful national planning.

MORE PROVINCES MEAN BETTER GOVERNANCE

Creating more provinces would not divide Pakistan. On the contrary, it could strengthen the federation by improving representation, participation, and accountability.

More provinces could result in:

• Better allocation of resources: development funds can be distributed and monitored more effectively at a local level.
• Greater accountability: smaller governments are easier for citizens, media, and institutions to scrutinise.
• Healthy competition: provinces can compete to improve education, healthcare, investment, infrastructure, and economic development.
• Improved public services: citizens would have easier access to provincial institutions, hospitals, courts, and government departments.
• Better security and administration: smaller administrative units can improve coordination, law enforcement, disaster management, and public safety.
• Stronger local representation: communities currently distant from provincial capitals would have a greater voice in decision-making.

AN IMPORTANT NATIONAL QUESTION

Pakistan was created as a homeland based on a shared national and ideological identity. Yet our present provincial structure is largely associated with historical and linguistic identities.

This raises an important question: should the administrative structure of Pakistan continue to reinforce linguistic and regional divisions, or should provinces primarily exist as efficient administrative units serving all citizens equally?

Recognising languages, cultures, and regional identities is important and should always be respected. However, administrative boundaries should primarily be designed around effective governance, population needs, geography, accessibility, economic development, and public service delivery.

Pakistan's unity should never depend on maintaining oversized administrative units. A strong federation is one in which every citizen feels represented, heard, and connected to government.

OUR DEMAND

We therefore demand that the Government of Pakistan:

1. Establish a national commission to examine the creation of additional provinces.
2. Conduct public consultations across all regions of Pakistan.
3. Assess the possibility of restructuring provinces using existing administrative divisions as a starting point.
4. Develop a constitutional and financial framework for the creation of new provinces.
5. Ensure that the process strengthens national unity, equal representation, and effective governance.
6. Put national interest and administrative efficiency above political resistance and provincial power structures.

PAKISTAN MUST PREPARE FOR THE FUTURE

Pakistan's population, economy, and governance challenges have grown dramatically. A provincial structure designed for a much smaller population cannot necessarily serve the needs of modern Pakistan.

Creating more provinces is not about dividing the country. It is about bringing government closer to the people. It is about better services, stronger accountability, fairer development, improved security, and a more efficient Pakistan.

The question is no longer whether Pakistan can continue with its current structure. The question is whether Pakistan can afford not to reform it.
